Police and airport officials say there was nothing harmful about suspicious boxes on a cargo pallet that prompted an hours-long evacuation of several gates at Dulles International Airport.

Metropolitan Washington Airports Authority Spokesman Rob Yingling says a detection dog alerted handlers to boxes on a cargo pallet Saturday afternoon. Virginia State Police bomb technicians X-rayed the cargo pallet and a second detection dog sweep determined there was nothing harmful inside. Yingling did not know where the boxes came from or their destination.

Yingling says officials are being extra vigilant in light of recent terror threats, and are taking all precautions.

At least two outbound flights were delayed because the aircraft were within the perimeter, but the closed area was reopened about four hours after the investigation began.

The FTC has supported some kind of "do not track" in an effort to protect consumer privacy against increasingly automated and expansive information-gathering by marketing organizations. As outlined by a speech delivered earlier this month by David C. Vladeck, director of the Federal trade commission Bureau of Consumer Protection, "the FTC has envisioned Do Not Track as a one-stop-shop where consumers can exercise a choice not to be tracked, and where marketers would have to respect their choice."

Dean Hachamovitch, corporate vice president for Internet Explorer, said Microsoft favored industry self-regulation, given all the third parties and complexity involved, although he explained that any application will need to include much more than just marketers. "It is important to note that while tracking and advertising and profiling overlap, they are not the same," he said. "Nothing about Tracking Protection or the broadly discussed Do Not Track User Preference is specific to ads or ad content."

Microsofts Internet Explorer 9 browser also supports HTML5 video in both the industry-standard H.264 format and the more recent WebM format.

In a March 16 article, Dean Hachamovitch, talked about the HTML5 video format support and encouraged users to test the new WebM capability at the IE Test Drive site.

According to Ryan Gavin, senior director of IE business and marketing, "Microsoft would not put IE9 hardware acceleration features in the present version of its browser, IE8, or back port IE9 to older PCs running Windows XP."

So this means that over fifty percent of the computers, according to StatCounter – will be unable to run Microsoft's latest browser (IE9), but Windows 7 users are on the rise. Windows 7 debuted just over a year ago and has grabbed nearly a fifth of all computers on the Web in that time.

The U.S. Food and Drug Administration (FDA) on Friday approved the Selenia Dimensions System, the first X-ray mammography device that provides three-dimensional (3-D) images of the breast for breast cancer screening and diagnosis.

A mammogram is a safe, low-dose X-ray of the breast that is the best tool for early detection of breast cancer. However, with the limitations of conventional two-dimensional (2-D) imaging, about 10 percent of women undergo additional testing after the initial screening exam for abnormalities that are later determined to be noncancerous.

The Selenia Dimensions System, an upgrade to Hologic's existing FDA-approved 2-D system, can provide 2-D and 3-D X-ray images of the breasts. The 3-D images may help physicians more accurately detect and diagnose breast cancer.

"Physicians can now access this unique and innovative 3-D technology that could significantly enhance existing diagnosis and treatment approaches," said Jeffrey Shuren, M.D., J.D., director of the FDA's Center for Devices and Radiological Health.

The National Cancer Institute (NCI) recommends women ages 40 and older have a mammogram every one to two years. Nearly 40 million mammograms are performed each year in the United States.

As part of the approval process, the FDA reviewed results from two studies where board-certified radiologists were asked to review 2-D and 3-D images from more than 300 mammography exams. In both studies, radiologists viewing both the 2-D and 3-D images obtained a 7 percent improvement in their ability to distinguish between cancerous and non-cancerous cases as compared to viewing 2-D images alone.

While the combination of the Selenia's 2-D and 3-D images approximately doubled the radiation dose the patient received, it improved the accuracy with which radiologists detected cancers, decreasing the number of women recalled for a diagnostic workup. There is uncertainty for radiation risk estimates; however, the increase in cancer risk from having both a 2-D and 3-D exam is expected to be less than 1.5 percent compared to the natural cancer incidence, and less than 1 percent compared to the risk from conventional 2-D mammography.

The Mammography Quality Standards Act requires that all health care professionals obtain eight hours of training prior to using new mammography technology on patients. The FDA also requires that the manufacturer provide each facility with a manual clearly defining the tests required for initial, periodic, and yearly quality control measures.

According to the NCI, nearly 200,000 American women will be diagnosed with breast cancer this year. And 1 in 8 women will be diagnosed with breast cancer during their lifetime. There is a 98 percent survival rate when breast cancer is detected early and still localized to the breast.

The Selenia Dimensions System is marketed by Bedford, Mass.-based Hologic Inc.

Rio de Janeiro Police on Friday declared the arrest of 35 people, including 27 police officers, suspected of involvement along with organized crime in Rio de Janeiro, the state-run Agencia Brasil reported.

The "Operation Guillotine" consisted in 380 agents of the federal police and 200 military police officers serving 45 arrest warrants and 47 search warrants. As a result, 35 people were arrested for their alleged involvement in drug and arms trafficking and illegal gambling.

One arrest warrant targeted Carlos Alberto de Oliveira, the former head of Rio de Janeiro Civil Police. De Oliveira surrendered to authorities on Friday afternoon. He is accused of accepting bribes from drug traffickers.

The arrests follow a long investigation by Brazil's federal police involving informants and phone taps. The probe was opened one year and a half ago. The operation discovered 32 police officers involved and arrests warrants were requested.

A Criminal Court issued the warrants for the all the police officers targeted in the investigation. The warrants accused the law enforcement agents of drug and gun trafficking, providing information and protection to gang members, supporting militia groups, and robbing residents of marginal communities where they worked.

In December 2010, 13 police officers were arrested on arms trafficking and extortion charges in a neighborhood of Rio de Janeiro. The law agents were suspected of belonging to a criminal gang.

Rio de Janeiro's military police are on the front line of the fight against drugs gangs which operate in the city's marginal neighborhoods or favelas. In recent months, some of the most notorious gangs had been controlled with the army's help.

Fire and Emergency Services Authority officials on Monday said that 64 homes were destroyed by the wildfires that struck Western Australia, The Australian newspaper reported.

In addition, 32 homes were damaged due to the devastating bushfires that hit the western city of Perth. The southeastern suburbs of Kelmscott and Roleystone were the most affected by the fires as about 1,000 inhabitants were evacuated.

The fires began on Saturday night and firefighters were able to control the blazes until Sunday night. So far, 15 people had been treated for fire-related injuries at Armadale Kelmscott Memorial Hospital as well as one firefighter.

The flames burnt at least 440 hectares of land at Roleystone, located in the southeastern part of Perth, Australia. The wildfires began after a spark from an angle grinder ignited dry grass, which caused quick blazes to spread out quickly due to the 70 kilometer (43.4 miles) per hour winds.

Another bushfire broke out around 60 kilometers (37,2 miles) southeast of Perth in Jarrahdale, prompting officials to issue an alert. The Australian government deployed over 100 firefighters and 50 trucks to control the blazes.

Perth residents complained that the state's new early warning system for bushfires did no t worked as expected. Several families said that they did not receive warnings from fire authorities and text alerts arrived hours after they had fled the devastated areas.

However, the Fire and Emergency Services authority of western Australia (FESA) said the fact that there had been no deaths was proof the system worked well. FESA also declared a Total Fire Ban for Perth, Perth hills and surrounding areas and Mandurah on Monday.

Under the ban, any activity that could start a fire is prohibited between 12.01a.m. until 11.5 9 p.m. local time. Residents must not light or use any fires in the open air. In addition, metal work, grinding or similar work is not allowed.

FESA also informed that any violation to the Total Fire Ban will carry a fine of up to $25,000 or a 12-month prison sentence.
